User guide — Pre-qualification

Everything you need to know before and after submitting a pre-qualification application to develop the Khomrah Logistics Zone.

What this service is

The pre-qualification service enables investors to apply to develop the Khomrah Logistics Zone and to track the application until a decision is issued, without visiting Mawani in person.

An application passes two stages: a mandatory-conditions gate decided before the form opens, then five assessment criteria.

The service is free

There is no fee for a pre-qualification application. A decision takes fifteen working days.

Before you start

Have the following ready before opening the form. Completing it takes fifteen to twenty minutes. Your answers are saved automatically in this browser on your own device, so you may close the page and resume within seven days. The attachment, the declaration and the verification code are not saved and are redone on each attempt. The draft is never sent to Mawani.

  • The legal name of the establishment, its commercial registration number and year of incorporation.
  • Contact person details: name, position, corporate email address and mobile number.
  • If applying as a consortium: member names, countries and contribution shares, designating exactly one lead development member.
  • A single combined PDF file containing every document that substantiates your answers, up to 15 MB.
Attachment requirement

The file is rejected if it contains active content: scripts, embedded media or interactive forms. Export it from your software as a plain PDF.

The three mandatory conditions

These are decided at the start of the form, before any details are requested. An applicant who does not meet one of them cannot continue, no record is created, no reference number is issued and no attachment is requested.

  1. Logistics zone development experience

You must have developed, as main developer, at least one qualifying logistics zone that reached commercial operation.

  2. A company registered in the Kingdom

A valid commercial registration in the Kingdom, with proven experience delivering projects inside it.

  3. Financial capacity

Evidence of the capacity to fund no less than SAR 3 billion to develop the zone.

A qualifying logistics zone is an integrated, multi-tenant zone under a single master plan with shared infrastructure and facilities. Standalone warehouses, distribution centres and single-user facilities are excluded.

Application steps

  1. Applicant type

Single company or consortium. This determines the wording of the mandatory conditions and whether member details are required.

  2. Mandatory conditions

Three questions decided before any details are requested. If one is not met the application stops here, and nothing had been entered.

  3. Applicant details

For a consortium: the members table first, designating exactly one lead development member — their experience is what counts, and their name and country are filled in automatically into the entity details rather than entered twice. Then the rest of their details and the contact person. For a single company: establishment and contact details.

  4. Assessment criteria

Five assessment criteria, assessed by Mawani after the documents are verified.

  5. Attachments and declaration

Upload the combined document file, enter the verification code and declare the data is accurate.

  6. Review and submit

Review everything you entered. The application cannot be amended after submission.

Assessment criteria

The five assessment criteria
Depth of logistics zone development experience
Scale of experience in comparable projects
Breadth of experience across the zone lifecycle
International experience developing and operating logistics zones
Ability to attract international investors and tenants
The score is preliminary

Mawani assesses the answers against the attached documents and approves the score. The score is not shown to the applicant, and an application that does not meet the minimum qualification criteria is not submitted; a message is shown instead.

After submission

  1. Confirmation email

Reaches you within minutes at the address you entered, carrying the reference number — keep it.

  2. Under-review notice

Reaches you when the review actually begins. No action is required from you.

  3. Review

Mawani checks your answers against the documents, item by item, within fifteen working days of submission.

  4. Decision

Reaches you at the same address and appears on the tracking page under the reference number.

To check the status at any time: the application tracking page, using the reference number and the same email address.

Frequent questions

Why was my attachment rejected?
Either the file is not a valid PDF, or it contains active content, or it did not pass the file scan. In all these cases the application is not recorded and no reference number is issued. Export a clean PDF and try again.

Can I amend the application after submitting?
No. Review your answers in the review step before submitting.

I lost the reference number, what do I do?
Search your inbox for the confirmation email, or contact the call centre.

A message said my answers do not meet the criteria — what do I do?
An application is not submitted unless the answers meet the minimum qualification criteria. Review any answer that does not fully reflect your experience, and apply again once the criteria are met. The detailed score is not shown to the applicant.

How is my data processed?
In accordance with the Personal Data Protection Law, and solely to review the application. Details are in the privacy notice.
